Well for starters you will need the following:
DOWNLOAD ASSORTED TEW BACKGROUND PACK
STEP 1: Getting Started
First thing to do is open Gimp.
Then once open you want to open your picture and your background.
STEP 1 PICTURE

STEP 2: Layout The Windows
Your next step is to resize the windows to your liking I suggest putting the background behind your other pic as you will see in other pics.
Once that is done you will want to make the selection of what you want included in your TEW final cut. (Just head or head and chest or part of an arm ect..)
Start by selecting the square selection tool
STEP 2 PICTURE

STEP 3: Selecting Your Pic
Select your work area (I strongly suggest keeping it square (ex 250x250) as it will help minimize/eliminate deformation when resizing, you can tell if its square by the numbers on the bottom of the pic window) What is in your selection is what will bee seen in your finished picture.
(The Reason for making your selection early is with it selected you can only edit what is in the selection making it easy to erase so you dont have to do the whole image.)
STEP 3 SCREENCAP

STEP 4: See Through Background
You are now going to want to add a transparent background to your pic so it erases to clear instead of a color. To do that you select "Layer - Transparency - Add Alpha Channel"
(You will notice a check background once you start eraseing that is ok)
STEP 4 SCREENCAP

STEP 5: Selecting Your Eraser
Now you are ready to erase. Select the eraser tool and pick your tool size.
(You will only be able to erase inside your selection)
STEP 5 SCREENCAP

STEP 6: Rough Erase
You are going to want to do a quick erase while you have the image at a larger size making the process faster for large images. Pick a larger eraser size making the job quicker.
This step can be skipped with smaller images
STEP 6.1 SCREENCAP
STEP 6.2 SCREENCAP (Finished Rough Erase)

STEP 7: Zooming
Now you are going to want to zoom in which is located at the bottom by where you seen the selection box size numbers. depending on the original size of the pic determines how much you have to zoom. for this pic I went to 400% (You will develop your own preference)
STEP 7.1 SCREENCAP (How to Zoom)
STEP 7.2 SCREENCAP (Zoomed View)

STEP 8: Final Erase
From here you are going to want to erase up to your figure. Go all the way around and get what you can. You may have to pic a smaller sized eraser tool for the smaller spots like arm pits and some hair styles. Once done it should look as follows (zoomed back to 100%):
STEP 8 SCREENCAP

STEP 9: Bring It Down To Size
Your next step is a resize or "Scale" as Gimp calls it. (make sure you dont lose your selection through the steps that have been completed.) To do your resize you want to select "Tools - Transform - Scale" This brings up a little window....
You will notice that the numbers shown are the numbers of your selection size. (should be in pixels "px") you are going to want to change them to 150x150 this will make you pic the correct size for a tew worker picture. (FOR PROMOTOIN LOGOS YOU WANT 100x100)
NOTE: TEW will resize any picture you put in the game folders for use
STEP 9.1 SCREENCAP (Scale Tool)
STEP 9.2 SCREENCAP (Scale Window)
STEP 9.3 SCREENCAP (Finished Scale)

STEP 10: Copying To New Background
You now want to select "Edit - Copy" this will copy your resized selection to the clipboard.
STEP 10 SCREENCAP

STEP 11: Pasting To New Background
You then want to select the window that has your background in it. Then select "Edit - Paste" from the menu on your background picture.
STEP 11 SCREENCAP

STEP 12: Finishing Touches
You can now close your original pic if you think it has turned out ok on the new background. If not you may want to edit the original picture again then redo steps 9-11.
STEP 12 SCREENCAP

STEP 13: Saving
You now want to save your image as a .jpg as this is the image type used by TEW.
Start by selecting "File - Save As"
STEP 13.1 SCREENCAP (How To Save Start)
STEP 13.2 SCREENCAP (Save Location & File Type)
STEP 13.3 SCREENCAP (Extra Steps)
STEP 13.4 SCREENCAP (Extra Steps 2)

STEP 14: Clean Up & Restart
Then if you plan on making more pics select "Edit - Undo Paste" this will remove your wrestler pic from the background making the background ready for another pic. Then repeat steps 2-13 again after opening another pic to cut.
STEP 14 SCREENCAP

Some Final Notes:
As has been said by myself and others, not every pic works. if it is blurry or smaller then 150x150 it may distort the pics. A blurry pic is a blurry pic there is not much you can do unless you try to touch up the whole pic. If it is smaller then 150x150 then it will have to strech the image and this will make them pixelated or streched out.
You can also access all of the top menu options by right clicking in the picture. I hope that this helps those of you who have been struggling or looking for a way to cut pics or just wonder how the gimp program works. There are a lot more options in the program but this is just "Basic Pic Cutting 101"
